Introduction
The City of Portsmouth is the county seat of Scioto County, Ohio, located in the central portion of the county along the Ohio River. Today, the community is associated with Shawnee State University, however, the entire area is surrounded on all sides by more distressed communities in both Ohio and Kentucky, as with much of Appalachia.
Amenities
The northern part of the City of Portsmouth is home to the 1810 House, Mound Park, and the associated Portsmouth Earthworks. Further south are the Boneyfiddle Military Museum, the Portsmouth Floodwall Mural, the Portsmouth Street Art Project, and, of course, Shawnee State University.
